Funeral services for Mr. James C. Kelly, Jr., 86, of Monroe, will be held at 2:00 PM Monday, February 9, 2009, in the chapel of Mulhearn Funeral Home, Sterlington Road, Monroe, with Rev. Randy Cook and Rev. Tom Lowe officiating. Interment will follow at Hasley Cemetery in West Monroe, LA

Mr. Kelly passed away after a lengthy illness Thursday, February 5, 2009, at St. Francis North Hospital surrounded by his family. He was a member of First Christian Church, Forsythe and Loop Road, Monroe. Mr. Kelly was born December 10, 1922 in Clarks, LA and raised in West Monroe, LA. He graduated from Ouachita Parish High School in 1941 and attended Northeast Louisiana Jr. College. He worked at Brown Paper Mill until joining the United States Marine Corp in 1942 and proudly served his country in World War II in the South Pacific for the duration, he was discharged as M. T. Sgt. in 1946.

Mr. Kelly was then employed by the Monroe Police Department and served in the Patrol, Traffic and Juvenile Department as Sergeant until being appointed to Chief of Police. He later attended the F.B.I. National Academy. Mr. Kelly was instrumental in raising the educational level thru incentive pay increases for College credit hours and degrees for Police officers. ``Chief Kelly Day'' was held for him and he was presented a plaque by B'NAI Israel Men's Club and Citizens of the Monroe area in 1969 for outstanding service and his loyal dedication to public service. Chief Kelly served as Chief of Police of Monroe from 1954-1972 under Mayor Jack Howard. After retiring from the Police Dept. in July 1972 he was employed by Howard Brothers Discount Stores as Security Investigator and worked another 15 years then retired again in 1987. After retirement ``Pop'', as he was called by his grandchildren, enjoyed working in his yard; helping at his church; cooking (always ready to feed somebody!) He loved spending time with family and friends and having those special times with each of his grandchildren and great-grandchildren and he loved to relax and watch those ``old'' cowboy westerns.

Mr. Kelly was preceded in death by his father, James C. Kelly, Sr.; mother, Winnie Hatten Kelly; and brother, William R. Kelly.

Survived by his wife, Julia May Kelly; two daughters and sons-in-law, Cheryl and Tom Grigson of Monroe, Kris and Chris Magouirk of Lafayette, LA; son and daughter-in-law, Charles and Rhonda Brown of West Monroe; seven grandsons, Corey Grigson and wife Jennifer, Ryan Grigson and wife Jessica, Brett Grigson and wife Crystal, Jared Magouirk, Cody Brown and wife Hope, Kyle Brown and Destin Givins; one granddaughter, Hayley Magouirk; three great grandchildren, Caroline Grigson, Will Grigson, and Matt Grigson; sister, Ruth Boyette of Monroe, LA; and numerous nieces and nephews.

Pallbearers will be his grandsons and granddaughter.

Honorary pallbearers will be Travis Davis, E. D. Elmore, Bert Hatten, Johnny Mitchell, Zane Wise, Jimmy Howard, Don Noblet, and Monroe City Retired Police Personnel.

Visitation will be Sunday from 4:00 PM until 7:00 PM at Mulhearn Funeral Home, Sterlington Road, Monroe.

The family wishes to extend special thanks to Dr. Ronald Hubbard, Dr. Scott Barron, his sitter and friend, Rose Wayne, and the NELA War Veterans' Home for their care and comforting.

Memorials may be made to First Christian Church -- Building Fund.
