E895 PUBLICATION & PRESENTATION POLICY -------------------------------------- (Initially approved by vote of E895 Institutional Representatives in September 1997, and amended in September 1998. Paragraph 2.2 was amended in September 2000 by vote of the E895 Advisory Committee.) 1) MEMBERSHIP and AUTHORSHIP 1.1 Maintenance of the list of regular collaboration members from each institution is primarily the responsibility of the group leader at that institution. Regular members are automatically coauthors on all publications. Collaborators who begin making substantial contributions to the software/analysis subsequent to the data-taking phase of the experiment are eligible to become regular members after working at least a half year on E895. Membership of E910 collaborators is addressed in an existing MOU and is handled by the spokesperson. 1.2 A regular collaboration member who moves to a new institution that is not already represented in the collaboration, is normally listed on publications under the original institution with a "present address" footnote. This status lapses after two years if the relocated member is not working on E895. 1.3 An individual from any institution may become an ad hoc member for the purpose of a particular publication or related set of publications where that person made a special contribution. The lead author of the publication(s) is responsible for identifying any such individual and for requesting the approval of the spokesperson. 1.4 Author names on publications should be listed in alphabetical order regardless of institution, except for the first author. On journal publications, the first author is normally the person who carried out the analysis. 2) PUBLIC PRESENTATIONS 2.1 Invited and Contributed Talks Collaborators who plan to give a talk should notify the E895-L list and indicate the planned E895 content. The E895 material should be disseminated to the collaboration if it is not already known or available. If there is a point of controversy which persists after discussion within the collaboration, the controversial material, if presented, should be clearly identified as not having the endorsement of the E895 collaboration. 2.2 Conference Proceedings Proceedings featuring unpublished E895 data should list the names and institutions of all collaborators, as per paragraph 1.4. A draft should be posted for comment at least one week prior to the submission deadline. Controversial issues should be removed from the proceedings before submission. 2.3 Abstracts Drafts of abstracts should be circulated to the E895-L list for comment. The submission process is coordinated by the spokesperson in order to prevent multiple speakers or other conflicts. 3) MANUSCRIPTS 3.1 A manuscript's lead author or institutional group leader is responsible for guiding it through the process of internal review by the collaboration. A preliminary review within the institutional group or by an ad hoc committee is recommended before circulation to the full collaboration. Collaborators offering comments should do so within two weeks. Iterations continue until a consensus is reached within the collaboration. 3.2 All manuscripts which have been approved by the collaboration for journal submission, and all conference proceedings, should be posted on a preprint server or assigned an institutional report number, unless explicitly labeled as internal preprints. At that point, they can be considered "published" in the sense that any third party is free to use, cite or reproduce the content of the report in the same way as if it had already appeared in a journal.
